Increase Paper Bots

Premium plans let you have a fixed number of bots. These should only be live bots, and not include paper bots. For example, the Essential plan has 5 bots. If I have 5 live bots, I can't create any paper bots. It would be great to have at least the same number of paper bots as live ones.
