Implement REST API for bots and smart trades

This would allow users to query information on all active and closed positions, as well as bot settings. Allow modification of bot settings. Allow modification of properties of open positions (change TP, SL, add funds, close at market price).

This would be similar to the API from 3Commas https://github.com/3commas-io/3commas-official-api-docs

Also, it would be nice to get a webhook that last target in a position was closed so that you can come and check manually.
