Quick scanner minimum timeframe

Add the option in the quickscanner to implement a minimum amount of time for the alert to trigger (ie not 1 alert per minute). This would allow for instance to trigger an alert if the price has increased +15% over the past 1h but is still above that price. If not (ie dumped back below +15%) then the alert isn't triggered.

That would allow to filter out a lot of noise, fake outs, and wicks to the up side.

Additionally, increasing the maximum timeframe from 30m to 1h would be great.
