Allow user to toggle mouse wheel price change feature on and off

While I understand the convenience for some of this feature, it can lead to discrepancies in take profit orders if the user is attempting to scroll to the bottom of the page to click place order and did not remember to click outside the price box first. Allowing users to select whether or not they want to use this feature should be a simple addition of a few lines of code to make it an option in the desktop app settings.
