Stop-loss when above/below indicator

being able to set stop loss, a acertain amount, above or below a moving average line (or other indicator value). If the moving average is at 10 usd and price is 11 in a long position, being able to set 0.2 usd below the moving average value. The stop would be triggered if price in that candle goes below 9.8 usd. This stop loss should also have a cool down
