Opening a position when stop loss cool down is active

Please allow to open even when the price is lower than the stop loss price when stop loss cooldown is active.

For example I want to open a long position at 9.00$, (TP target 10$) and my stop loss with candle close cooldown is set to 9.10$. If that candle is not yet closed then it shouldn't matter that the opening price is lower than the stop loss price. If it were a static stop loss with no cooldown, them it's obvious that you can't open a position which would immediately be stopped out. But with cooldown activated it should be possible to open.
