Filter markets by technical rating

The newly implemented technical rating with the timeframe align is quite useful. For those looking for a trade, this would allow users to only see what markets are interesting from a technical rating point of view without having to look at each trading pair individually (or going through TV). The settings option in the markets widget already has a filter function, and the user could filter by strong sell/sell/neutral/buy/strong buy (multiple choices possible).
